SALARY RANGE: $120,550-$144,650
SUMMARY: NASPO is searching for a Director of Supplier Growth and Engagement Strategy with experience in all facets of public and/or private procurement to support NASPO’s Chief Cooperative Procurement Officer (CCPO) in leading the day-to- day operations of the NASPO Supplier Engagement Division. NASPO is a non-profit organization dedicated to providing state Chief Procurement Officers (CPOs) with the support and procurement resources they need. NASPO and NASPO ValuePoint, a division of NASPO, provides the highest standard of excellence in public cooperative purchasing. By leveraging the leadership and expertise of all states and the combined purchasing power of the states and their local public entities, NASPO ValuePoint delivers the highest valued, reliable and competitively sourced contracts; offering public entities low prices, valuable terms and conditions, and value-added options.
The ideal candidate will have experience in public and private sector procurement. Will have a demonstrated track record of developing strong supplier relationships, administering a supplier development program, identifying new emerging market opportunities, an analytical mindset, strategic thinking, cross-functional collaboration, and experience developing and supervising staff. The Director will support the CCPO in providing leadership, coaching and guidance to internal staff, state CPOs and their staff, as well as local public entities and suppliers.
DUTIES AND RESPONSIBILITIES:
- Supports the CCPO in developing and implementing the strategic mission, vision, and overalldirection of NASPO ValuePoint for supplier growth, development, and engagement as set bythe NASPO Board of Directors, ValuePoint Executive Council and NASPO CEO.
- Embrace innovation to ensure maximum efficiency and productivity of the SupplierEngagement Division.
- Works closely with the CCPO to develop and administer effective management of the NASPO Supplier Engagement day-to-day business operations.
- Responsible for ensuring sales generated through NASPO ValuePoint portfolios consistently deliver a surplus to fuel NASPO organizational growth.
- Sets and manages supplier portfolio performance metrics, outreach activities, engagement, and engagement history.
- Provides regular reporting to CCPO and leadership on portfolio sustainability, contract utilization, growth, and public entity adoption.
- Leads the Supplier Engagement team with a direct focus on portfolio sustainability, contract utilization growth, public entity adoption, and enhancing supplier relationships.
- Lead supplier onboarding, training, and promotional support to ensure successful participation and contract adoption from buying entities.
- Oversee the NASPO Supplier Advisory Group activities including conducting regular meetings and reporting to the NASPO CCPO of pertinent activities.
- Oversee and ensure the success of NASPO supplier related events and resources as the Supplier Summit, Supplier Development Workshop, Supplier Academy, Supplier Toolkit, and other direct engagements with suppliers.
- Understand and maintain knowledge of emerging markets to ensure that, through our cooperative portfolios, NASPO offers cutting edge goods and services to our members and public entities we serve.Hire, train, and retain competent, qualified staff in coordination with the CCPO.
- At the direction of the CCPO, coordinates with other NASPO Divisions to develop training materials, support session development at conferences, contribute to and help implement marketing initiatives, and develop strategies that promote NASPO ValuePoint cooperative contracts and other NASPO resources.
- Works with the CCPO to build and manage relationships with and between suppliers, public entities, and assist suppliers to navigate NASPO ValuePoint processes.
- In conjunction with NASPO Professional Development team, develop and implement an educational program for all interested suppliers regardless of their level of familiarity with public cooperative procurement.
- Promotes NASPO and NASPO ValuePoint initiatives at conferences, tradeshows and other events.
- Develops performance metrics and standard operating procedures (SOPs) for staff.
- Participates in and supports the monthly NASPO ValuePoint Executive Council meetings.
- Attends NASPO, NASPO ValuePoint, and strategic partner events as requested by the CCPO.
NOTE: Extensive travel is a requirement of this position (frequently several times each month). All work-related travel expenses are covered by NASPO when completed in accordance with the NASPO Travel Policy.
MINIMUM QUALIFICATIONS:
- A combination of at least 6 years’ experience in public or private procurement with a demonstrated history of successfully negotiating, administering contracts, and building relationships with suppliers.
- Engaging with the roles and responsibilities of suppliers throughout the holistic procurement process.
- Conducting / engaging with complex procurement processes, cooperative purchasing models,and government contracting.Private supplier sector experience in responding to RFPs.
- Supervisory/staff development experience.
- Experience implementing pre-planning strategies and related sales activities.
- Incredibly organized and able to work effectively independently and in a collaborative group setting.
- Excellent interpersonal, public speaking, and written communications skills.
- Excellent analytical and written communication skills.
- Excellent public relations skills and abilities.
- Proficient computer skills, including Word, Excel, PowerPoint, and other web-based applications.
PREFERRED QUALIFICATIONS:
- Master’s degree
- Relevant current certifications such as CPPB or CPPO
