Job Summary: 
The eMarketPlace Administrator provides operational, technical and user support for both the NASPO 
ValuePoint and RFxPremier eMarketPlace systems. Operational and technical support includes 
coordinating/directing the activities of the System Provider staff. Users supported include NASPO staff, 
Buying Entities that use ValuePoint Portfolios and Suppliers that have been awarded ValuePoint Master 
Agreements.
This position has overall responsibility for the setup, management and use of the system for purchasing 
activities with NASPO ValuePoint Portfolios and to provide continuous improvements to processes and 
functionality to increase the value of the system to Buying Entities and Suppliers. 
This position works closely with NASPO eProcurement SME resources for direction and guidance on 
how best to evolve/improve the system based on eProcurement best practices. 
Essential Functions: 
• Coordinate with NASPO ValuePoint and RFxPremier staff to assess and meet system business
needs.
• Coordinates and direct the operational duties of eMarketPlace System Provider staff as per their
contractual obligations.
• Coordinate and facilitate Buying Entity and Supplier setup/on-boarding in the system. Includes
o establishing and maintaining both Buying Entity and Supplier users, accounts and
integrations (e.g. punchout into and out of the system).
o Coordinating rollout/on-boarding activities with NASPO, RFxPremier and System
Provider staff.
o Supporting ValuePoint supplier Portfolio kickoff sessions with presentations, demos and
other activities as needed.
• Coordinate and facilitate all technical setup and on-going maintenance of punchouts from
Buying Entity systems and punchouts to Supplier systems.
• Coordinate and manage all hosted catalogs.
• Monitor for Portfolio, Master Agreement and Participating Addendum changes (e.g. new,
expired, revised) and insures that system updates are made as necessary.
• Monitor and oversee integrations with the NASPO and RFxP data source systems (e.g. 
Salesforce) to insure data integrity and identify/address any data issues.
• Provide direct user support and coordinate/oversee the eMarketPlace System Provider user 
support responsibilities.
• Prepare and conduct training for Buying Entity and Supplier users as needed. Includes 
developing and maintaining all training materials which may be created/managed by other staff 
(e.g. NASPO MarComm, System Provider). This also includes directing and coordinating 
training resources made available by the System Provider.
• Provide system demonstrations as needed to Buying Entities and Suppliers. This includes 
presentations at Conferences/Events and on-demand presentations for Staff/Leadership/Board 
Members/Suppliers/Buying Entities.
• Provide monthly KPI reporting on system health and use as directed by Supervisor. This 
includes monitoring/reporting on performance of the System Provider in compliance with their 
contract.
• Coordinate continuous improvement efforts of the system. This includes
o Facilitating working sessions with Buying Entities and Suppliers to identify functionality 
changes needed.
o Assessing current processes and functionality to identify issues and areas needing 
improvement.
o Working closely with internal (NASPO/RFxPremier) staff and System Provider staff to 
identify potential new functionality or needed system changes.
o Working closely with NASPO eProcurement SME resources to identify relevant 
eProcurement best practices and technologies that could be considered for incorporation
into the system.
o Identifying and coordinating the resolution of bugs and system issues. Includes 
reporting, tracking, testing and deploying fixes.
o Coordinating Corexpand on the development, testing and launch of new functionalities.
• Coordinate closely with other NASPO and RFxPremier resources that have responsibilities with 
the system. This includes the MarComm team, Supplier Engagement Managers, the Business 
& Data Analytics team and the Online/Web Services team.
• Create and maintain system operational documentation for both NASPO and Corexpand areas 
of responsibility. This also includes documenting operational aspects of punchouts from Buying 
Entity systems.
General Duties 
• Attends conference calls and meetings as required. 
• Travels to and speaks on behalf of the association at member and partner events. 
• Provides excellent customer service to association members. 
• Performs assigned administrative tasks as needed. 
• Communicates and collaborates regularly with supervisor and other staff. 
• Performs other related duties as assigned by management. 
Skills, Experience, and Qualifications:
• Bachelor’s degree, or equivalent experience, in Business Administration, Computer Science, or 
Information Technology required.
• At least 2 years of experience required and 5 years preferred experience in administering and 
supporting an automated purchasing or comparable system. 
• Familiarity with eProcurement systems such as Jaggaer, Ivalua, Periscope (now Sovra) or with 
ERP systems like SAP, Ariba, PeopleSoft, and Workday is desirable.
• Demonstrated experience in performing business process analysis and assessing technical 
business needs.
• Demonstrated experience and understanding of information technology systems development 
and administration. 
• Experience providing technical support and troubleshooting with an automated system. A 
automated procurement system is preferable.
• Ability to collaborate with users and technical staff to resolve system issues.
• Excellent project management and organization skills. 
• Excellent verbal and written communication skills. 
• Proficient in Microsoft Office Suite or related software. 
• Demonstrated customer service orientation and commitment to association values.
