Job Summary:
The e-Procurement Analyst provides subject matter expertise and consulting support to
NASPO member states, entities in support of their efforts to achieve improved
procurement processes/practices by leveraging innovative technologies and to automate
their procurement operations with e-Procurement solutions and ERP systems. This support
includes working with States/Entities that use NASPO Valuepoint e-Procurement related
portfolios.
This position provides internal support to other NASPO departments and staff for any
planned e-Procurement or related initiatives.
This position also works directly with the e-Procurement industry and NASPO Valuepoint eProcurement and related Portfolio contractors to influence the evolution of solution and service offerings to better meet State/Entity needs.
Essential Functions:
For States/Entities
• Provides analysis and mentoring support to States/Entities for their e-Procurement
initiatives. This work includes, but is not limited to, the following:
- brief/explain procurement automation options
- brief State senior management to help CPO gain support for e-Procurement
- provide/develop State specific briefing materials
- guide/support analysis of current operations & identify improvement opportunities
- provide staffing plan for implementation and long-term sustainment
- provide best practices from prior State experiences
- build business cases
- support requirements gathering
- support change management activities
- support drafting of RFP
- assess/review proposals & support proposal evaluations
- support contract negotiations
- support implementation planning & execution
- participate in design sessions
- review contract deliverables
• Supports State/Entity use of NASPO ValuePoint e-Procurement and related Portfolios in
secondary competition efforts to compete, select, and implement a system for their
operations.
• Organizes and facilitates e-Procurement System Administrator User Groups for States
and Local Gov'ts that have the same e-Procurement system (e.g., BuySpeed, Ivalua,
Jaggaer) to foster collaboration and sharing.
• Collaborates with States/Entities on procurement automation needs to gain insight into
system/service recommendation.
• Communicates with e-Procurement system/service providers and attend their user
conferences to gain and maintain knowledge of available systems/services and to give
providers guidance on potential improvements to their respective State/Entity
systems/services.
• Communicates goals, projects, and timelines of e-Procurement support work with
States/Entities to Supervisor and NASPO management.
• Establishes and maintains an e-Procurement resources materials and library that
includes templates, model documents, presentations and other materials that will help
provide support to States/Entities and could be provided to States/Entities for their use on
e-Procurement initiatives.
For NASPO
• Collaborates with other departments to support any e-Procurement related initiatives.
• Provides expertise/support for any e-Procurement, or related, for NASPO events and
training offerings.
• Coordinates and trains other NASPO staff on e-Procurement and related topics including
specific resources identified as being responsible to provide e-Procurement support toStates/Entities.
General Duties
• Attends conference calls and meetings as required.
• Travels to and speaks on behalf of the association at member and partner events.
• Provides excellent customer service to association members.
• Performs assigned administrative tasks as needed.
• Communicates and collaborates regularly with supervisor and other staff.
• Performs other related duties as assigned by management.
Supervisory Responsibilities:
• There are no supervisory responsibilities as this position does not have any direct reports.
Minimum Qualifications:
• Bachelor’s degree, or equivalent experience, in Business Administration, Computer
Science, or Information Technology required.
• At least 2 years of experience required and 5 years preferred experience in
implementing/supporting an e-Procurement system, procurement automation initiative or
comparable administration of information systems and technology, with increasing level of
responsibility throughout.
• Extensive experience in performing business process analysis.
• Demonstrated experience and understanding of information technology systems
development and administration.
• Demonstrated experience and understanding of Organizational Change Management
regarding implementing information technology systems.
• Demonstrated experience and understanding of Public Procurement and procurement
operations across different organization levels of State Government, or equivalent,
including interrelationship with operations that are dependent on or related to
procurement (e.g., Finance, Inventory, Asset Management, Supplier Management).
• Excellent project management and organization skills.
• Excellent verbal and written communication skills.
• Proficient in Microsoft Office Suite or related software.
• Demonstrated customer service orientation and commitment to association values.
